The file is built with an XML declaration at the top and a list of records inside. The markup is closed correctly: truncation happens at a line boundary, never in the middle of a tag, so any parser will accept the file as genuine XML.

Declared encoding matches the actual encoding

When you choose windows-1251, the declaration says exactly that. This matters more than it seems: the parser trusts the declaration, and a file that claims UTF-8 but actually contains windows-1251 breaks on the first Cyrillic character. Such a mismatch is a common cause of "file won't open" errors, and here you can reproduce it on purpose by picking different settings.

The size is padded with a comment. Comments are allowed anywhere in the format and have no effect on parsing.
