The CSV file comes with real columns: item number, name, quantity, price, and date. You can feed it to an import routine and see what that routine does with the delimiter, decimal numbers, and dates.

Why the encoding matters most

Most import errors come from the encoding. Excel opens a UTF-8 file without a BOM as a string of question marks, and exports from Russian accounting systems arrive in windows-1251. Testing an import with a file in a single encoding barely tests anything, so all three encodings are available here.

The delimiter is a semicolon: that is what Russian systems export, and Excel with Russian regional settings expects it. Line breaks are carriage return plus line feed, as the format specification defines them.
