The browser encodes the frame itself, so the result is a genuine JPEG with all the proper segments. The file opens in image viewers and passes a check by content, not just by extension.
Padding with comment segments
The size is filled out with comment segments placed right after the start of the file. A segment length is stored in two bytes, so no more than 65,533 bytes fit into one, and a heavy file takes several of them — that is how the format works.
A heavy JPEG is useful where a limit applies to a photo's size: it is safer to test the limit with a file that really is a photo.
